take the oath of office は慣用句で「就任する」という意味の言い回しです。
oath は「宣誓、宣誓書」で、
office には「要職、公職」という意味があります。
例：take office「就任する、任に就く」、accept office「公職を引き受ける」

Americans will finally wake up in a country where ～ で「アメリカ人は～な国の中で目覚めるだろう」です。
finally は「ついに、やっと、とうとう」という意味の副詞。
wake up は「目を覚ます、目覚める、起きる」です。

どんな国かというと、
a country where the laws of the United States are enforced で「合衆国法がしっかり施行されている国」です。
the laws of the United States で「合衆国の法律」です。
enforce は「施行する、執行する、強制する」という意味の動詞です。
law enforcement で「法執行、法律での取締」という意味になります。
例：law-enforcement agency「法執行機関、警察」、law-enforcement officer「警察官、法執行官」

We are going to be considerate and compassionate to everyone で「私たちは全ての人に配慮して思いやりを持つつもりだ」です。
considerate は「心を配る、気の利く、思いやりのある、慎重に考えた」という意味の形容詞です。
compassionate は「思いやりがある、同情心のある、慈悲深い」という意味の形容詞です。
微妙にニュアンスが違いますね。

But my greatest compassion will be for our own struggling citizens で「しかし、私の最大の同情心は、我々自身もがき苦しむ国民のためにある」です。
compassion は compassionate の名詞形「思いやり、慈悲心、同情心」です。
for our own struggling citizens で「我々自身の大変な思いをしてがんばっている国民のため」です。
struggle は「もがき苦しむ、どうにか頑張る、苦労して進む」という意味の動詞です。
例：struggle against poverty「貧困との闘い」
