The human voice: It’s the instrument we all play. It’s the most powerful sound in the world, probably. It’s the only one that can start a war or say “I love you.”
で「人の声。それはわれわれ誰もが奏でる楽器です。それはたぶん世界で最も力強い音です。戦争の引き金になるのも、愛を伝えられるのも声だけです。」という意味になります。

The human voice: It’s the instrument we all play. で「人間の声。それはわれわれみんなが演奏してる楽器である。」です。
instrument は「楽器」という意味の名詞です。
play the instrument で「その楽器を演奏する」となります。

It’s the most powerful sound in the world で「それは世界で最も力強い音である」です。
It「それ」とは、voice, human voice のことです。
the most powerful sound で「もっとも力強い音、力を持つ音」ですね。

どんな力を持つのかというと、
It’s the only one that can start a war or say “I love you.” で「それは唯一のものだ、戦争を始められる、または、”愛してる”と言える」です。
It’s the only one that can ～ で「それは～できるただ一つのものだ」となります。
戦争を起こすこともできるし、愛を伝えることもできるのが「人間の声」だという言わけですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

人の声。

It’s the instrument
それは楽器である

we all play.
私たちみんなが演奏している

It’s the most powerful sound in the world,
それは世界で最も力のある音だ

probably.
たぶん

It’s the only one
それはただ一つのものだ

that can start a war
戦争を起こせる

または愛していると伝えられる
