で「我々は頭に留めておかねばならない。政治とは我々自身であり、我々を上から支配する異質な力ではないことを。民主主義の最終的な統治者は、大統領でも、上院議員でも、下院議員でも、官僚でもなく、この国の有権者である。」という意味になります。

フランクリン・デラノ・ルーズベルトは第32代（1933年 – 1945年）アメリカ大統領です。
世界恐慌、第二次世界大戦時の大統領ですね。

Let us never forget that ～ で「自分たちに～ということを忘れさせないようにしよう」となります。
Let ～ …　で「～を…させる、させておく」です。
Let ～ not … なので「～に…させない」となります。
「心に刻んでおこう」といった意味合いですね。

government is ourselves and not an alien power over us で「政府は私たち自身であり、上から我々を支配する異質な力ではない」です。
alien power で「外部からの力、異質な力」です。
alian は「宇宙人、異星人」という意味でお馴染みですが、このように「外部からの、よそ者の、他国からの」という意味があります。
例：alien gene「外来の遺伝子」、alien species「外来種」

The ultimate rulers of our democracy で「我々の民主主義の最終的な統治者」です。
ultimate は「最終的な、究極の、根本的な」という意味の形容詞です。
例：ultimate beneficiary「最終受益者」
ruler は「統治者、支配者」です。
rule は「規則、ルール」という意味以外にも、動詞で「統治する、支配する、線を引く」という意味があります。
例：rule a company「会社の実権を握る」

are not a President and senators and congressmen and government officials, で「大統領でも、上院議員でも、下院議員でも、官僚でもなく」です。
senator と congressman で「上院議員と下院議員」です。
アメリカでは、上院が Senate 下院が House となります。
government officials で「政府の官僚、政府高官」ですね。
official で「役人、公務員、当局者」という意味になります。
例：high-ranking elite officials「高級官僚」

but the voters of this country. で「（ではなくて）この国の投票者だ」です。
voter は「投票する人、有権者」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
