で「僕たちがアプリを設計し、それを売ります、それは地元の地域には無料になります。一方、他の地域にも売りますが、その地域からの収益は、地元の教育基金に入ることになります。」という意味になります。

When we design the app and we sell it, で「僕たちがアプリを設計しそれを売るとき、」です。
design は「設計する、考案する」という意味です。

it will be free to local districts で「それは地元の地区には無料になる」です。
free to ～ で「～には無料である」です。
free は「自由に使える」という意味合いです。

and other districts that we sell to で「そして、他の地区、僕たちが売る」です。
「僕たちが販売する他の地区」です。

all the money from that で「それからのお金はすべて」です。
that は前述の other districts that we sell to のことです。

will go into the local ed foundations. で「～は、～の中に行く、地元の教育基金に」です。
ed foundation は educational foundation の略で「教育基金」となります。
foundation は「基金、基礎、土台」という意味の名詞です。
founder で「創立者、創設者」
動詞形は found で「～の基礎を築く」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

僕たちがアプリを設計しそれを売るとき

it will be free to local districts;
それは地元の地区には無料になります

and other districts that we sell to
そして僕たちが売る他の地区

そこからのお金はすべて
