で「でも、彼も歳を取り、落ち着いてきて、ある日、ロサンジェルスの高速道路を走っていた。そして、それが、すべてが変わった時だった。」という意味になります。

前回から引き続き、ミュージシャンのトム・ウェイツの話です。
But then he got older, he got calmer, で「でも、その後、彼も年を取り、落ち着いてきた」です。
get older で「年を取る」です。
calm カームで「落ち着いた、穏やかな、静かな」という意味の形容詞です。

and one day 「そしてある日」

he was driving down the freeway in Los Angeles, で「ロサンジェルスの高速道路を走っていた」です。
drive down the freeway で「フリーウェイを走行する」です。
アメリカの高速道路は freeway と呼ばれることが多いです。
ほかにも、highway, expressway, interstate, motorway, turnpike などの表現があります。
高速道路の表現にはアメリカ国内（州ごと）でも微妙に地域差があるようです。

drive down ～ の down はこの場合は「下に」という意味ではなく、「～に沿って（進んで）」という意味合いです。
自分のいる場所から見て「向こうへ、先に進んで」というイメージですね。
例：Go straight down this street「この通りを真っすぐに行ってください。」

and this is when ～ で「そして、これが～の時だった」です。

it all changed for him. で「彼にとってすべてが変わった（時）」です。
all は副詞で「すっかり、完全に」です。
例：Things all changed for her 3 years ago.「3年前、彼女にとって、事態はすっかり変化した」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

しかしその後

he got older, he got calmer,
彼も年を取り落ち着いてきて

and one day
そしてある日

he was driving down the freeway in Los Angeles,
L.A.のフリーウェイを走っていた

and this is when
この時だった
