で「そして、相手をあまり頼りにできないと感じている関係にある人達は、そういう人達は、通常より早期に記憶低下を経験する人達です。そしてそのようなよい関係は、四六時中、順調である必要はないのです。」という意味になります。

the people in relationships where they feel they really can’t count on the other one までが主語です。
前回の文と逆の立場ですね。
the people in relationships where ～ で「～な関係の中にある人々」です。
どんな関係かというと、
(where) they feel they really can’t count on the other one,「（その関係の中では）自分たちが感じる、あまり頼りにできないと、その相手を」です。
they feel (that) ～ で「自分たちが～だと感じる」です。
they は the people を指しています。
the other one　とは「その他の人」、つまり結婚相手やパートナーのことです。

those are the people who ～ で「そういう人達は、～する人々だ」です。
those は上の名詞句を受けて「そのような人々」という意味になります。

そういう人達はどんな人たちかというと、
(who) experience earlier memory decline. で「早期の記憶減退を経験する（人達）」です。
experience は「経験、体験」という名詞の意味もありますが、ここでは動詞で「～を経験する」です。
earlier は early の比較級です。
「（普通のひとよりも、平均よりも）早く」という意味合いを含ませています。

And those good relationships, で「そしてそのような良い関係」
they don’t have to be smooth all the time.「それらは、四六時中順調でなくてもよい」です。
they は those good relationships を指しています。
not have to ～ で「～しなくてもよい」という意味の言い回しです。
all the time は「常に、いつでも、年がら年中」という意味の定番コロケーションです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

そして～な関係にある人々は

where they feel
（その関係の中で）自分たちが～だと感じている

they really can’t count on the other one,
相手をあまり頼りにできないと

those are
そのような人々は

the people who
～する人々です
