で「とは言っても、我々国民は、すべての市民がある一定の基本的な安心と尊厳を受けるに値するものと信じます。私たちは医療費と赤字の規模を減らすために厳しい選択をしなければなりません。」という意味になります。

We, the people, で「我々国民は」
still believe (that) ～ で「とは言え～ということを信じている、～だと強く思う」です。
still は前回の文を受けて「とは言っても、そうはいっても、それでもなお」と軽く逆説の意味を付け加えています。

どんなことを信じているかというと、
(that) every citizen deserves a basic measure of security and dignity. で「すべての市民が～に値する、一定の基本的な保証と尊厳に」です。
a measure of ～ で「ある一定の～」という意味の言い回し。a level of ～, a degree of ～ などとも言えます。

We must make the hard choices で「我々は厳しい選択をしなければならない」です。
make a choice で「選択をする」という意味のコロケーション。
hard choice で「厳しい選択、難しい選択」です。
to reduce ～ で「～を減らすために」
何を減らすためにかというと、
the cost of health care で「医療費を」です。
and「そして」
the size of our deficit. で「赤字額の規模を」です。
health care で「（広義の）医療、健康管理、保健医療」です。healthcare, health-care とも書きます。
medical care もよく聞く表現ですが、こちらは「医師による（狭義の）医療」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々国民は

still believe that
とはいえ～だと信じる

every citizen deserves
全ての市民が～を受けるに値する
