で「私たち一人ひとりが、永続的な生まれながらの権利というものを、厳粛な責務と素晴らしい喜びを持って受け入れましょう。公共の努力と共通の目的を持って、情熱と熱心さを持って、歴史の要求に応えていきましょう。あの貴重な自由の灯を不確かな未来へと受け継いでいきましょう。」という意味になります。

Let us, each of us, now embrace ～ で「我々一人一人が、今～を受け入れましょう」です。
let us は let’s とも省略できますが「～しましょう、～しよう」という意味の言い回しです。
embrace ～ で「～を抱きしめる」という意味から「～を受け入れる」という意味の動詞。
何を受け入れるかというと、目的語が少し離れて、
what is our lasting birthright. で「我々の永続的な生まれながらの権利というものを」です。
ここでの what is ～ は「～とは何か」としてもいいですが、ここでは冗長的な言い回しとして「～というもの、～なるもの」という意味に訳しています。
our lasting birthright だけでも意味が通ります。
with solemn duty and awesome joy で「厳粛な責務と素晴らしい喜びを持って」です。
embrace とその目的語（what is ～）の間にこの句が倒置的に挿入されているので文の構造が取り難くなっていますので注意しましょう。
ちょっと古めかしい文語体や威厳あるスピーチ文体などでこのような言い回しをよく見かけますね。

With common effort and common purpose, で「公共の努力と共通の目的を持って」
with passion and dedication,「情熱と熱心さを持って、」
let us answer the call of history で「歴史の要求に応えましょう」です。
call はここでは「要求、求め」という意味です。
例：call of nature「（尿意・便意などの）生理的欲求」
carry into an uncertain future that precious light of freedom. も、先ほどと同様、目的語が遠くなっており文構造が取り難くなっています。
分かりやすく直すと、
carry that precious light of freedom into an uncertain future となります。
「～を持ち込む、あの貴重な自由の灯を、不確かな未来に」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々一人一人が～しましょう

now embrace
今～を受け入れ（ましょう）

with solemn duty and awesome joy
厳粛な責務と素晴らしい喜びを持って

what is our lasting birthright.
我々の永続的な生まれながらの権利というものを

With common effort and common purpose,
公共の努力と共通の目的を持って

with passion and dedication,
情熱と熱心さを持って
