No standing.「バス停。停車禁止。」 still は「いまだに、変わらずに、そのまま」など、同じ状況が長く続いている様子を表す副詞です。 Progress occurs when ~ で「~の時、発展は起こる」です。 courageous, skillful leaders seize the opportunity to change things for the better で「勇敢で有能なリーダーが良い方向に物事を変える好機をつかむ」です。 courageous は「勇敢な、勇気のある」です。 名詞形は、courage [カ]ーリッジ「勇気」です。 skillful は「腕のいい、熟練の、仕事のできる」です。 seize an opportunity で「好機をつかむ、チャンスを得る」です。 seize スィーズは「~をつかむ、手に入れる」という意味の動詞です。 change things for the better で「物事を良い方向に変える」 for the better は「良い方向に」という意味の言い回しです。 changes for the better は三菱電機のCMに出てくるコーポレートステートメントでおなじみですね。
