Dotoku has always been a component of the Japanese curriculum but was only elevated to a subject of instruction in its own right a few years ago.
で「道徳は常に日本の教育課程の一構成要素であった。しかし数年前なって初めて、それ自体が教育科目として格上げされた。」という意味になります。

Dotoku has always been a component of the Japanese curriculum で「道徳は常に～だった、日本の教育課程の一要素」です。
have always been ～ で「常に～だった」という意味になります。
現在完了形（present perfect）なので「常に～であり続けている（今もそうである）」という意味合いです。
a component of the Japanese curriculum は「日本の教育課程の一要素」です。
component コンポウネントゥは「要素、構成要素」です。

but was only elevated to ～ で「しかし（道徳は）～にやっと格上げされた」です。
only はこの場合は「やっと、つい～なって初めて」という意味になります。
例：only recently「最近になってやっと」
elevate [エ]・レ・ヴェイトゥは「～を上昇させる、持ち上げる」という意味の動詞です。
elevator [エ]レヴェイターでおなじみの言葉ですね。
この場合は、be elevated to ～ で「～に格上げされる、～に昇進する」という意味です。
例：elevated to the position of ～「～の地位に昇進する」

何に格上げされたかというと、
a subject of instruction in its own right で「教育科目に、それ自体が」です。
a subject of instruction で「一つの教育科目」です。
subject は「科目、教科」という意味の名詞です。
名詞の場合はアクセントは前に[サ]ブジェクトとなります。
instruction はこの場合は「教育」です。
例：self-instruction「独学」、instruction video「教育ビデオ」
in its own right はひとまとまりで「それ自体が、それ自体で」という意味の言い回しです。

道徳は今までは「教科」ではなかったのですね。
