で「今はベトナムが祝杯を挙げる時だと人は思うかもしれない。ベトナムは深刻な貧困を撲滅し、アメリカへの輸出国としてはトップ10に入り、その首都は900万人以上の人口を抱える高層ビルと派手なブランドにあふれた大都市となっているからだ。しかし現実には、この国には試練が待ち構えている。」という意味になります。

You might think that ～「あなたは～だと思うかもしれない」
(that) this is the moment for Vietnam to celebrate. で「今がベトナムが祝杯を挙げる時である（と）」
this is the moment to do ～ で「今がまさに～するとき」という意味の言い回しです。
Vietnam 発音に注意しましょう。ヴィ[エ]トゥ[ナ]ムという感じになります。
celebrate ～ で「～を祝う」ですが、ここでは自動詞で「祝杯を挙げる、浮かれ騒ぐ」です。

It has eliminated severe poverty,「ベトナムは深刻な貧困を撲滅した」です。
It は Vietnam を指しています。
eliminate イ[リ]ミネイトゥで「～を撲滅する、～を抹殺する、取り除く」です。
severe スィヴィアで「深刻な、重大な」という意味の形容詞。
また、
(it) ranks as one of the top ten exporters to America で「アメリカへの輸出国でトップ10入りしている」です。
rank as ～ で「～としてランクインする」です。
さらに、and ～
its capital is a metropolis of over 9m people で「同国の首都は900万人いじょうの大都市である」です。
(a metropolis) full of skyscrapers and flashy brands. で「摩天楼や派手なブランドでいっぱいの（大都市）」です。
skyscraper は「超高層ビル」です。直訳すると「空（天）を摩るもの」という意味。
日本語の「摩天楼」はこの英単語の直訳からです。
flashy は「派手な、華々しい」です。
flash は「閃光、カメラのフラッシュ」です。

In fact, 「でも実際は」
the country has trouble in store. で「この国には問題が待ち構えている。」です。
in store は「在庫に、蓄えられて、用意されている」で、将来的にトラブルがくるという意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

ベトナムが浮かれる
