ここでは「民間の、民営の」です。 public「公営の、国有の」の反意語となります。

crash で「衝突する、墜落する」です。

conclude ～ で「～を完結する、完了する」です。
例：conclude a conversation「会話を終了する」
ここでの現在進行形 they were concluding は、近い将来の確実な予定を意味する用法です。
