ここでは speaker は「議長」という意味になります。
the Minnesota House of Representatives で「ミネソタ州の下院」です。
House of Representatives はアメリカでは「下院」という意味になります。
「上院」は Senate です。
house「議院、議事堂」
representative「代議士」
were murdered で「～が殺害された」
in their home「自分たちの自宅で」
outside Minneapolis.「ミネアポリス郊外の」です。
Minneapolis ミニ[ア]プリスはミネソタ州の最大の都市。

The gunman「その銃を持った犯人」です。
injured ～「～に傷を負わせた」
another state legislator and his wife「また別の州議会議員とその妻を」です。
legislator [レ]ジスレィターで「議員、立法する人」です。
また、
, went to the homes of others「また別の人の家にも向かっていて」
and ～「また～」
had a list of possible targets.「標的候補のリストを所持していた」です。
文構造的には、動詞（述語）の injured, went, had を並列で列挙している形ですね。

It is still vanishingly rare that ～「～することは、いまだに０に近いほど稀である」です。
vanishingly rare で「いまだに０に近いほど珍しい」という意味のコロケーション。
vanishingly「ほとんどないに等しいくらいに」
何が稀なのかというと、that節で
(that) threats of political violence「政治的暴力の脅しが」
are acted on.「実行に移される（こと）」です。
political violence は「政治的暴力」です。今回の事件のように敵対する政治思想の議員を攻撃（暗殺・テロ・暴徒化）することです。
act on ～ で「～を実際に実行する」という意味のコロケーション。
ここでは act on the thread で「その脅しを実行に移す」です。
例：act on the plan「計画を実行する」、act on one’s words「言ったことを実行する」

But ～「しかし～」
data suggest (that) ～「データが～と示している」
it is becoming more common.「それはより日常的になりつつある（と）」
it は「政治的暴力が実行に移されること」を指しています。
common は「一般的な、普通の、ありふれた」という意味です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
