A double-decker bus carrying high school students までが主語で「高校生を乗せた２階建てバス」です。
double-decker bus は「２階建てバス」です。
ロンドンの赤い２階建てバスでおなじみですね。
plunged into a river で「川に真っ逆さまに飛び込んだ」です。
plunge は「急降下する、飛び込む」という意味の動詞。
in southern England「南イングランドで」
on Thursday.「木曜日に」
曜日につく前置詞は on ですが省略されることも多いです。
