で「両国は後に、事態の緊張緩和に合意したと発表したものの、カンボジアとタイの当局は、武力行使には至らない措置を引き続き実施またはその実施をちらつかせ、緊張状態を高いまま維持していた。」という意味になります。

While ～ で「～する一方で、～するものの」という意味の接続詞。
the countries said ～「その国たちは～と言った」です。
the countries は記事中で登場したタイとカンボジアなので、ここでは「両国（その二つの国）」と訳します。
said afterwards (that) ～ で「～と発表した、後に」です。
afterwards は「後に、後になって」という意味の副詞です。
なんと発表したかというと、
(that) they agreed to de-escalate the situation, で「両国は合意した、状況を緊張緩和させることに」です。
they は the countries「タイとカンボジア」を指しています。
de-escalate は「～を徐々に緩和する」です。

その一方で（While ～）、
Cambodian and Thai authorities continued to ～ で「カンボジアとタイ当局は～し続けていた」です。
Cambodian は「カンボジアの」という意味の形容詞。
名詞形の国名は Cambodia「カンボジア」となります。
Thai も同様に Thailand「タイ（国名）」の形容詞形です。
ちなみに「タイ語」も Thai となります。
例：You can speak Thai?「タイ語を話せるの？」
何をし続けていたのかというと、
(continued to) implement or threaten measures で「いろいろな措置を、実施したり、実施すると脅したり」です。
implement a measure で「措置を実施する」です。
measure メジャーはここでは「措置、方策、手段」という意味。
threaten ～ は「～をやると脅す」という意味の動詞。
例：threaten a military invasion「軍事侵略を行うと脅す」
どんな measures かというと、
(measures) short of armed force, で「武力を除いた（措置）」です。
short of ～ は「～が足りない」という意味でおなじみですが、この文脈では「～を除いて、～以外での」という意味になります。
例：short of military force「軍事力抜きで」
, keeping tensions high.「緊張が高まった状態を維持しながら」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
