で「ドナルド・トランプは、エヌビディア社に対し中国への人工知能チップの限定的な輸出を再開することを認め、その見返りとして米国政府が収益の15％を得ることになった。この決定を確認した際、彼は自分と世界で最も価値のある企業との間で、見返りとしてアメリカがどれほどの取り分を得るべきかをめぐって繰り広げられた駆け引きを誇らしげに語った。」という意味になります。

Donald Trump has allowed Nvidia to ～ で「ドナルド・トランプはエヌビディアに～することを許した」です。
allow ～ to do … で「～が…するのを許す、させてやる」です。
何を許したのかというと、
(to) ­resume limited exports of ～「制限されていた～の輸出を再開することを」です。
resume リ[ズ]ームで「～を再開する」です。
ちなみに同じ綴りですが resume [レ]ズメイ と発音すると「履歴書」という意味です。
何の輸出かというと、
(of) its artificial-intelligence chips to China で「中国へのAIチップ（の輸出）」です。
chip はコンピューターの「集積回路、CPU」などを意味します。
in return for ～ で「～の見返りとして」
a 15% cut of the proceeds for Uncle Sam. で「アメリカ政府へのその収益の15%の分け前（の見返り）」です。
a 15% cut の cut はここでは「（切り分けた）分け前、取り分」という意味です。つまり税金のことですね。
the proceeds は「その売り上げ」です。つまり中国へのAIチップ輸出の収益ということ。
proceeds は、通常複数形で「売上高、収益金」という意味になります。
Uncle Sam は「アメリカ政府」を表す隠語です。日本語だと「お上（おかみ）」というイメージですね。
由来は、1812年の米英戦争のころ、ニューヨーク州トロイの食肉業者 Samuel Wilson が、アメリカ軍に樽詰めの牛肉を納入していて、その樽に「U.S.」（United States）と印が押されていたのを、兵士たちが冗談で「Uncle Sam（＝サムおじさん、ウィルソンさんのこと）」と呼び、その後「U.S. = Uncle Sam」として定着し、アメリカ合衆国の愛称になったといわれています。

When he confirmed the decision, で「彼（トランプ）がその決定を承認した時」
he boasted of the haggling で「彼はその値段交渉のことを自慢気に語った」です。
boast of ～ で「～のことを誇る、自慢気にする」です。
haggling は「商談、価格交渉」という意味の名詞。
動詞形は haggle「値切る、値上げ交渉をする」
(the haggling) that took place between ～ で「～の間で行われた（その交渉）」
(between) himself and the world’s most valuable firm で「彼と時価総額世界一のその企業（との間で）」です。
to determine ～「～を決定するために、～を見定めるために」
ここでの determine は「（位置・形・程度・数量などを）特定する、割り出す」です。
(determine) how big a cut America should get で「アメリカがどれくらい大きい取り分を得るべきかを（見定める）」です。
in ­return for the favour. で「その便宜の見返りに」です。
the favour「その便宜」とは、トランプが輸出再開を許したことを指しています。
例：Do me a favor?「ちょっとお願いしてもいいですか？」
