で「じゃあ、今すぐやりましょうよ？ 今こそ、僕たちの世代を定義づける公共事業に取りかかるときです。地球を壊してしまう前に気候変動を止めて、何百万人もの人々をソーラーパネルの製造や設置に参加させるっていうのはどうでしょう？」という意味になります。

So ～「だったら～、じゃあ～」
what are we waiting for?「私たちは何を待っているの？（今すぐやろうよ！）」です。

It’s time for ～「～の時間だ」
(for) our generation-defining public works.「われわれ世代を代表するような公共事業（のための）」

How about stopping climate change … ? で「気候変動を止めるなんてどうでしょう？」
before we destroy the planet「私たちが地球を破壊してしまう前に」
the planet で「地球」という意味になります。
and ～「そして～」
getting millions of people involved で「何百万人を巻き込んで」
get ～ involved で「～を巻き込む」
manufacturing and installing solar panels? で「ソーラーパネルを製造して設置する（なんてどう？）」です。
install は「（パソコンにソフトを）インストールする」でおなじみですが、ここでは「（機器などを）設置する、据え付ける、導入する」という意味になります。
例：We need to install the new AC before summer starts.「夏が始まる前に新しいエアコンを設置しないと。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
