で「つい最近まで、西洋人は中国を『模倣者』『素早い追随者』、あるいは『肥大化したテクノロジーの竜』と見なし、莫大な資金と人材を費やしながらも、なかなか飛躍することはないと考えていた。しかし、中国がハイテク産業で勝利を収めるにつれ、その侮りは、賞賛や恐れ、さらには羨望へと変わりつつある。」という意味になります。

Not so long ago,「それほど昔でない時に、つい最近まで」です。
Westerners dismissed China as ～ で「西欧人たちは、中国を～だとして片づけてしまっていた」です。
dismiss ～ で「～をはねつける、～を解雇する、～を却下する」という意味の動詞。
dismiss ～ as … で「～を…として片づける」です。
as a copycat, a fast follower or a “fat tech dragon” 「物まねばかりする人、素早く後追いする人、また、太ったテクノロジーの龍（として）」です。
tech はここでは、通信やIT、パソコン・スマホなどの電子機器の分野を指しています。
例：tech company「IT系企業、技術系企業」
, consuming vast amounts of money and manpower「膨大な量の金とマンパワーを消費しながら」
while rarely taking flight.「（そうでありながらも）めったに成果が出ない」です。
take flight は「飛び立つ」という意味ですが、ここでは「成果が出る、うまくいく」です。

But ～「しかし～」
as China has triumphed in high-tech industries, で「中国がハイテク産業において勝利を収めるにつれて」です。
triumph は名詞では「勝利、勝利の喜び」ですが、ここでは動詞で「勝利に歓喜する、凱旋する、勝ち誇る」です。
the condescension is giving way to ～ で「その見下しは～へと変わりつつある」です。
condescension コンデ[セ]ンションは「見下すこと」です。
動詞形は condescend コンデ[セ]ンドゥで「見下すような態度をとる」です。
give way to ～ で「～に道を譲る、～に取って代わられる、～に移行する」という意味の言い回し。
(to) admiration, fear and even envy. で「賞賛、畏怖、また羨望にまでも」です。
admiration アドゥミレイション「憧れ、称賛、感嘆」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
