furious フューリアスで「激怒した、怒り狂った」という意味の形容詞。
ギリシャ神話の「復讐の女神たち（the Furies）」を語源としています。

to the grubby misrule of its president.「大統領の下劣な悪政まで」です。
heavy-handed で「圧政的な、手荒な」という意味の形容詞。
policing は「取り締まり、治安維持、警察活動」です。
the grubby misrule of its president で「同国の大統領の卑劣な失政」です。
grubby は「薄汚い、うじがわいた、下劣な」という意味の形容詞。
例：grubby towel「薄汚れたタオル」
misrule は「失政、悪政、ダメな統治」です。
its president で「同国の大統領」
its は「インドネシアの」という意味です。

The country could be ～「同国は～にあるかもしれない」
on the brink of serious unrest「深刻な騒乱の瀬戸際に」です。
on the brink of ～ で「～の瀬戸際」です。
serious unrest で「深刻な騒乱」です。
例：unrest in the Middle East「中東不安」
— and ～「そして～」
Prabowo Subianto’s governing style is largely to blame. で「プラボウォ・スビアントの統治スタイルが、大まかに言って原因である」です。
is to blame で「～が責められるべきだ」という意味の言い回し。
例：Who is to blame?「誰が悪いの？／責められるべきは誰か？」

In the face of nationwide riots,「全国での暴動に直面して」
he should be enacting wise structural reforms.「大統領は賢明な構造改革を実施していて当然のはずだ」です。
enact ～ は「（法律・提案など）～を実施する、制定する」です。
he should be enacting ～ と進行形をとっているのは「彼はいままさに改革を進めているべきなのに（そうしていない）」というニュアンスを出すためです。
つまり「現時点でそうしているのが当然だが、現実はそうなっていない」というニュアンス。

Instead「その代わり、そうではなく」
he has set up a sovereign-wealth fund で「彼は政府系ファンドを立ち上げた」です。
sovereign-wealth fund は「主権国家資産ファンド、政府系（投資）ファンド」という意味です。
政府が出資する投資ファンドとなります。
that is accountable only to himself. で「彼自身だけに説明責任がある（投資ファンド）」です。
accountable は「説明責任がある」という意味の形容詞です。
つまり、大統領だけに説明責任がある→ 第三者による監視がない→ 透明性が担保されていない、という意味合いです。
例：In a well-governed company, the president should be accountable to the board and shareholders, not only to himself.「しっかり統治された会社では、社長は取締役会や株主に対して説明責任を負うべきであり、自分にしか説明責任を負わないのはおかしい。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
