で「キム氏は、自らの条件で再びアメリカ大統領と会うつもりだと述べた。その条件は、最初の会談のときよりも確実に厳しいものになるだろう。というのも、それ以来、北朝鮮はさらに危険な存在となっているからである。北朝鮮が、フロリダのマー・ア・ラゴにまで届く大陸間弾道ミサイルを保有しているという事実は、もはや誰も驚かなくなっている。しかし、それでもその致死的な脅威が少しも減るわけではない。」という意味になります。

Mr Kim said (that) ～ で「キム氏は～と言った」です。
Mr Kim は Kim Jong Un「金正恩」のことです。
he would meet America’s president again on his own terms. で「アメリカ大統領と再び会うつもりだと、自らの条件の下で」です。
America’s president はトランプ大統領です。
トランプ氏の一度目の大統領任期にも二人は会っているので again となっています。
on his own terms. は「彼自身の条件の下で」という意味。「自分の好きな条件で」という意味合いです。

Those terms are sure to be worse than ～ で「それらの条件は確実に～よりも悪いものである」です。
be sure to be ～ で「確実に～になるだろう」という意味のコロケーション。
(than) during the first round で「最初の会談の時（よりも）」です。
the first round は the first round (of talks) と読めます。
as ～「というのも～だから」
North Korea has become more dangerous since then. で「それ以来、北朝鮮はさらに危険になってきてる（から）」

次の文は主語が非常に長く、関係代名詞節が入れ子になってちょっと難解ですが、ひとつずつ見ていきましょう。
The fact that North Korea’s possession of intercontinental ballistic missiles that could reach Mar-a-Lago no longer surprises anyone までが主語です。
The fact that ～「～という事実」
North Korea’s possession of intercontinental ballistic missiles で「北朝鮮の大陸間弾道ミサイルの保有」
intercontinental ballistic missiles で「大陸間弾道ミサイル」です。ICBMとも言いますね。
that could reach Mar-a-Lago で「フロリダのマー・ア・ラゴまで届く（それらの弾道ミサイル）」です。
no longer surprises anyone で「（その保有は）もはや誰も驚かせない」です。
つまり、北朝鮮の長距離弾道ミサイル保有については周知の事実になっていて、当たり前になってしまってる事実、です。
そのような事実（The fact）は、
makes them no less deadly. で「それらの長距離弾道ミサイルを、少しも less deadly にするものではない。」です。
them は北朝鮮の保有する intercontinental ballistic missiles を指しています。
make ～ … で「～を…にする」という意味の言い回しです。
deadly は「致命的な、非常に危険な、破壊力の大きな」という意味の形容詞。
less deadly で「危険度が減った、すこし危険ではなくなった」ですが、
それに no がついているので「少しも危険性が減ることはない」という意味になります。
つまり、そういう事実があるからといって、それらの危険を少しも減らすものではない、という意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
