世界第2位の経済大国にふさわしく、その計画の規模はまさにタイタニック級とも言えるほど巨大であり、先端製造業から環境に配慮した開発、そしてさらにその先の分野にまで及ぶものとなるだろう。」という意味になります。

Later this month で「今月この後で、今月中に」です。
late this month「今月末に」との違いに注意しましょう。
later this month は「今日から今月末までの間、今月の残りの間で」という意味合いです。
反対は earlier this month で「今月これまでに」となります。

some は数字の前において「およそ、約」という意味になります。
the Communist Party とキャピタライズ（一文字目が大文字）されているので固有名詞で「中国共産党」です。
top officials で「幹部、高級官僚、トップ官僚」
will congregate in Beijing で「北京で集まることになっている」です。
congregate [コ]ングリゲイトゥで「集まる、集合する」です。
for three days「三日間」
to map out ～「（集まって）～を綿密に計画する」です。
(map out) the country’s economic course to 2030. で「同国の2030年までの経済のコースを」です。
the country は「中国」を指しています。
economic course で「経済の進路」です。

Titanic in size, で「タイタニック級のサイズで」です。
, as befits the world’s second-largest economy, で「世界第二位の大きさの経済にふさわしく」という意味の挿入句。
as befits ～ で「～にふさわしく」という意味のイディオム。主語がないので変な感じですがこのまま決まり文句として覚えてしまいましょう。
the five-year plan will touch on ～ で「その５カ年計画は～に触れることになる」です。
この文の構造としては、主語である the five-year plan を修飾する形容詞句が文頭に独立して倒置された形です。
関係代名詞節の非制限用法で言い換えると以下のようになります。
The five-year plan, which is titanic in size, as befits the world’s second-largest economy, will touch on ～
(will touch on) everything from ～ to … で「～から…まであらゆること（に触れる）」です。
(from) advanced manufacturing で「先端製造業（から）」
(to) green development「環境に配慮した開発（まで）」です。
green は「環境保護の、環境を考慮した」という意味でよく使われます。
例：green investing「環境問題を考慮した投資」、go green「環境に優しい行動を取る」
and beyond.「さらにその先まで」です。
