Others viewed it as a heroic resistance against Western colonialism.
で「過去の記憶は、いまもなお日本の文化戦争における火種（争点）として残り、外交政策にも国内の権力闘争にも影響を及ぼしている。第二次世界大戦後、日本の中には、アジアでの帝国主義的拡張やアメリカとの戦争決定を過ちとみなす人々がいた。一方で、それを西洋の植民地主義に対する英雄的な抵抗と見る人々もいた。」という意味になります。

Memories of the past が主語で「過去の記憶が」です。
remain a flashpoint で「火種のままでいる」です。
remain ～ で「～のままでいる、依然として～である」です。
flashpoint は「火種、引火点」です。
in Japan’s culture wars, で「日本の文化戦争において」
culture war は「文化戦争」と訳されますが、意味としては、保守vsリベラルなどの「価値観の衝突」を意味します。
分詞構文で繋げて、
, influencing ～ で「～に影響を与えながら」
(influencing) both foreign policy and domestic power struggles.「外交政策と国内の権力闘争の両方に（影響を与えて）」です。

Following the second world war,「第二次世界大戦の後」
some in Japan で「日本の中のある者たちは～」
saw ～ as mistakes で「～を誤りだったとみなした」です。
see ～ as … で「～を…と見なす」です。
～の部分に入るのが、
imperial expansion in Asia and the decision to wage war with America で「アジアでの帝国主義的拡張やアメリカとの戦争決定」です。
imperial expansion で「帝国主義的な拡張政策」です。
imperial で「帝国の」という意味の形容詞。
imperialism で「帝国主義」です。
and ～「そして～」
the decision to ～「～する決定」
(to) wage war with America で「アメリカに戦争を仕掛ける（という）」です。
wage は「賃金、給料」という意味でおなじみですがここでは「（戦争・反対運動など）～を仕掛ける、行う、遂行する」という意味の動詞。
wage war で「戦争を行う、仕掛ける」
wage peace だと逆に「平和を推進する」となります。よく平和運動のスローガンで登場しますね。

Others viewed it as ～ で「また別の者たちはそれを～と見なした」です。
view ～ as … は、see ～ as … の言い換え表現で「～を…と見なす、～を…と考える」です。
先程の Some in Japan と対比になって Others は「また別の者たち」です。
「～する者もいれば、…する者もいる」という意味の言い回しですね。
it は前出の imperial expansion in Asia and the decision to wage war with America を指しています。
(as) a heroic resistance against Western colonialism. で「西洋の植民地主義に対する英雄的な反抗（とみなす）」です。
heroic ヒ[ロ]ウイクで「英雄的な、大胆な」という意味の形容詞。
名詞形は hero [ヒ]ーァロウ「英雄」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
