で「そこで “合理的意思決定者（Rational Decision-Maker）” は、何か生産的なことをしようと理にかなった決断を下すわけですが、“サル（the Monkey）”はその計画が気に入らない。だからサルがハンドルを奪ってこう言うんです。『やっぱり、ナンシー・ケリガンとトーニャ・ハーディングのスキャンダルの Wikipedia ページを全部読もうよ。だって、今それがあったことをふと思い出したから。』」という意味になります。

So ～「なので～、とうわけで～」
the Rational Decision-Maker will make the rational decision で「理性的な意思決定者が、合理的な決断をすることになる」
make a decision で「決定する、決断をする」という意味のコロケーションです。
rational [ラ]ショナォは「合理的な、理性的な」という意味の形容詞。
to do something productive, で「生産的なことをするという（決断を）」
, but ～「でも～」
the Monkey doesn’t like that plan,「サルはそのようなプランは気に入らない」
, so ～「なので～」
he actually takes the wheel,「サルはハンドルを奪ってしまうのです」
ここでの actually は意外感・驚き・呆れの気持ちを表して「本当に、何と、図々しくも」という意味合いです。
take the wheel は「ハンドルを取る、操縦する」です。
, and he says, 「そしてこう言うのです」
“Actually, let’s read the entire Wikipedia page of ～ で「やっぱりさ、～のウィキペディアのページを全部読もうよ」です。
こちらの actually は方針転換・思いつきで「いやむしろ、ていうか」という意味合いです。
何のページかというと、
(of) the Nancy Kerrigan/ Tonya Harding scandal, で「ナンシー・ケリガンとトーニャ・ハーディングのスキャンダルの」です。
だいぶ古い話ですが、アイススケートの選手がライバル選手を襲撃した事件ですね。

(that) that happened.「そんなことがあったと」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
