nationwide で「全国で、全国にわたって」という意味の副詞。
in a secretive program で「密かなプログラムにおいて」です。
secretive [スィ]ークレティヴで「密かな、内密の、秘密主義の」という意味の形容詞。
program はここでは「計画、（政府の）プログラム、仕組みづくり、作戦」です。
to identify and detain people で「人々を特定し拘留するため（の計画）」です。
people を修飾する関係代名詞で繋げて、
