で「オイルマッサージの最中にマッサージ台が崩れて、手を骨折してしまった。でも妻には歩道でつまずいたんだ、と嘘をついた。そのせいで妻は役所に三ページの苦情文を書いて送ってしまった。日曜日を丸々使って、もし調査の人が来たときのために、ちょうどいい高さに盛り上がった歩道の舗装を探し回る羽目になった。」という意味になります。

Broke my hand when ～ で「～したときに、手を骨折した」です。
(I) broke ～ と主語が省略されています。
hand は「手」、手首から先です。（手首から肩は arm）
when the massage table collapsed で「マッサージ台が崩れた（時に）」
collapse は「崩壊する、崩れる」、支えが外れて全体が崩れ落ちるイメージです。
during an oily rub. で「オイルマッサージ中に」です。
oily rub で「オイルマッサージ」
rub は「こする、摩擦、マッサージ」という意味の名詞。
例：give someone a back rub「（人に）背中のマッサージをする」

Told my wife (that) ～ で「妻には～と伝えた」
(that) it was a trip on a pavement. で「それは歩道でのつまづきだった（と）」
it は骨折の理由です。
trip は「旅行」という意味以外にも「つまづいて転ぶこと」という意味があります。
on a pavement で「歩道で」
イギリスでは pavement、アメリカでは sidewalk となります。

She’s now written a three-page letter to the council.「妻は今、３ページの手紙を書いてしまった、役所に」です。
council は「審議会、委員会」という意味から「地方議会、役場」です。

I’ve just spent my Sunday ～ing で「私は日曜日を～して費やした」です。
spend ～ …ing で「～を…して過ごす、費やす」という意味のコロケーション。
せっかくの日曜日を何をして費やしてしまったのかというと、
identifying a suitably raised slab で「ちょうどよく持ち上がった歩道の舗装を特定することで」です。
identify ～ で「～を特定する、～を見つける、探す、これだと決める」です。
a suitably raised slab「ほどよく持ち上がった歩道の舗装」です。
つまり、躓いたことにするのにちょうどよい、ということですね。
suitably は「ちょうどよく、適当に」です。形容詞形は suitable「ふさわしい、目的に適った」
slab は「（コンクリートや石などの）厚板」です。
in case (that) ～ で「～という場合のために」
they send someone to investigate.「彼らが誰かを調査のために送ってくる（場合のために）」です。
they は the council を指しています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
