で「オーストラリアの規制強化は、メンタルヘルスやサイバーいじめから、有害・不適切なコンテンツに至るまで、さまざまな懸念に触発されたものだ。こうした動きは、オーストラリアだけに限らない。ある方面では歓迎の声が上がる一方、別の方面では反発や嘆きの声も上がるなか、各国がインターネットの一部を未成年者の立ち入り禁止とする措置を進めている。しかし、未成年者がウェブをどのように利用するかを形づくろうとする政策立案者は、それが簡単に進むとは期待すべきではない。」という意味になります。

Australia’s crackdown で「オーストラリアでの規制強化」です。
crackdown は「取り締まり、一斉摘発、法律の厳格な施行」という意味の名詞。
例：crackdown on drunken-driving「飲酒運転の取り締まり」
has been inspired by ～ で「～によって触発された」です。
inspire インス[パ]イアで「～に着想を与える、触発する、動機付ける」です。
(by) worries で「懸念（によって）」です。
どんな worries「懸念、心配」かというと、
ranging from mental health and cyberbullying to disturbing content. で「メンタルヘルスやサイバーいじめから、有害・不適切なコンテンツに至るまでの（懸念）」です。
ranging from ～ to … で「～から…に至るまでの」という意味の言い回し。
range [レ]インジは「範囲に及ぶ」という意味の動詞です。
(from) mental health and cyberbullying で「メンタルヘルスやネットいじめ（から）」
cyberbullying で「ネットいじめ、ネット上での誹謗中傷」です。
bully で「いじめる」という意味の動詞です。
(to) disturbing content. で「不適切コンテンツ（まで）」です。
disturbing は「心をかき乱すような、不穏な」という意味の形容詞。
disturbing content は具体的には、アダルトや暴力・残虐系、ヘイトスピーチなどを指します。
日本語では「コンテンツ」と言いますが、英語ではこの文脈では不可算名詞で -s を付けませんので注意しましょう。
例：The site contains educational content for children.「このサイトには児童用教育コンテンツが含まれます。」

It is not alone. で「それはオーストラリアだけ（に限ったこと）ではない。」です。
alone は「それだけが例外なのではなく」という意味で「～だけではない」という言い回し。

To cheers in some quarters and wails in others, で「ある場所からは喝采で、別の場所からは悲嘆で迎えられ」です。
to cheers は「喝采で迎えられて」という意味の定型の言い回し。
in some quarters は「ある場所では」です。
quarter は「地区、街区」という意味の名詞。
some ～ others … で「～するものもあるし、…するものもある」という意味のコロケーションです。
wails in others, で「他の場所では嘆きで」です。
various countries are ～ で「様々な国が」
making parts of the web off limits で「ウェブの一部を立ち入り禁止にしている」です。
make ～ off limits で「～を立ち入り禁止にする」です。
off limits で「立ち入り禁止」という意味の形容詞。
(off limits) to minors. で「未成年者に対して」です。
minor [マ]イナーで「未成年者」という意味の名詞です。

But ～「しかし～」
policymakers seeking to shape how minors use the web までが主語で「未成年者がウェブをどのように利用するかを形づくろうとする政策立案者たち」です。
policymakers で「立法者、政策立案者、政治家たち」です。
seeking to ～「～しようとしている」
(to) shape how ～ で「どのように～するかを形作（ろうと）」
how minors use the web で「未成年者たちがウェブをどのように使うか」です。
should not expect ～ で「～だと期待すべきではない」です。
(expect) it to be straightforward. で「それが単純であると（期待する）」です。
it は今回の規制を指しています。
straightforward は「まっすぐな、明快な、簡単な、複雑ではない」です。
例：straightforward answer「明快な答え」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
