で「これらの動向に加え、外国人投資家が円安に乗じて不動産を買いあさっているという懸念は、不安を抱く日本人が『外国人問題』と呼ぶ現象に拍車をかけている。こうした『問題』とされる事象の規模は、国際的な基準に照らせば、いまだ限定的なものである。しかし、諸外国と同様に日本でも、インフレや経済の停滞に不満を募らせる有権者にとって、外国人は格好のスケープゴート（身代わり）となっているのが実情だ。」という意味になります。

these trends とは、記事の先で述べられている、日本に住む外国人や訪日外国人の数が過去最高になったということを受けています。
カンマでつないで挿入的に、
, along with ～ で「～と一緒になって、～とあわさって」
a fear that ～「～という心配／懸念」です。
ここでの that は、a fear の中身を説明する、同格の that で「～という…」と訳します。

どんな懸念かというと、
(that) foreign investors are exploiting a weak yen to snap up property, で「外国人投資家たちが、円安をうまく利用して日本の不動産に飛びついている（という懸念）」です。
exploit ～ で「～を不当に使う、悪用する」です。
a weak yen で「円安」です。
なぜ a がつくかというと、ここでは円安自体ではなく「円が安い一時的な状態」を表しているからです。
snap up ～ で「～に飛びつく、すばやく買う、我先に手に入れる」という意味。
例：snap up a good buy「先を争ってお買い得品を買う」
そのような動向が、
have fuelled ～ で「～に油を注いでいる」
what anxious Japanese have come to call the “foreigner problem”. で「不安になった日本人たちが『外国人問題』と呼ぶようになったもの」です。
what は「～するもの、～なこと」という意味の関係詞。
anxious Japanese「不安を抱く日本人たちが」
have come to call ～ で「～と呼ぶようになった」です。
come to do ～ で「～するようになる」
call ～ … で「～を…と呼ぶ」です。

The scale of these purported problems で「このような“問題”の規模は」です。
purported パー[ポ]ーティドゥは「～とされるもの、うわさでは～といわれている」といった意味の形容詞。
例：purported hacker「ハッカーとされる人物」、purported autobiography「巷では自伝だと言われているもの」
these purported problems なので「これらの問題とされているもの」です。
前出の foreigner problem を受けて「それは本当に問題と言えるのかは疑問だか…」と距離感を置いた含みですね。
remains small で「小さいままだ、小規模に留まっている」
by any international standard. で「国際的な基準に照らせば」です。
日本よりも（移民などの）外国人問題が深刻な国はもっとたくさんありますね。

But, as elsewhere, 「しかし、他の場所と同じく」
foreigners in Japan「日本国内の外国人たちは」
have become a convenient scapegoat で「うってつけのスケープゴートになってきた」です。
scapegoat は、聖書に登場する「贖罪のヤギ」で、古代ユダヤでしょく罪日に民の罪を負わせて荒野に放されたヤギのこと。
そこから「（他人の罪・悪行・失敗などのために罰せられる／責められる）身代わり、いけにえ」という意味で使われます。
for voters で「有権者たちのために」
(voters) frustrated by ～「～によってイライラさせられる投票者たち」
(by) inflation and economic stagnation.「インフレや経済の停滞（で）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
