for a second time,「２回目に」です。
be sworn into office で「大統領に就任する」という意味の慣用句。
sworn は swear「宣誓する、誓わせる」の過去分詞形。
swear ～ into … で「～を宣誓させて…に入らせる」です。
office は「要職、官職、公職」という意味になります。
The Economist predicted that ～「エコノミスト誌は～だと予測した」
(that) this term would be ～ で「今期は～になるだろう（と）」
more disruptive than his first.「さらに破壊的に、彼の一回目の期よりも」です。
disruptive ディス[ラ]プティヴは「破壊的な、価値基準を打ち砕くような」という意味です。
ビジネス文脈では「古い慣習を打ち砕くような、劇的な変化をもたらす」とポジティブな意味で使うこともありますが、
ここではあまりいい意味ではなさそうですね。
than his first (term) で「彼の第一期よりも」です。
That turned out to be an understatement. で「それは、控えめな表現であることが分かった。」です。
that は先程の、“more disruptive than his first”を指しています。
turned out to be ～ で「結局～になった」です。
understatement で「控えめな言い方」です。
overstatement「大げさな表現、言いすぎ」の反対ですね。
予測は当たっていたが、実際はそんなレベルでは済まなかった、という意味合いですね。
The president has lobbed grenades で「大統領は～に手榴弾を投げた」です。
at the global order「世界秩序に向けて」です。
ニュース記事でよくある比喩表現（metaphor）ですね。
lob ～ at … で「～に…を投げつける」です。テニスのロブ（山なりの緩い球）でおなじみですね。
that ～「（その世界秩序は）～」
America helped to build「築くをアメリカが手助けした（世界秩序）」
after the second world war,「第二次大戦後に」
この「世界秩序」とは、国連（United Nations）のことを指しています。
さらに分詞構文で繋げて、
, blowing up ～「～を爆破して、～を吹き飛ばして」
the rules-based trade system「ルールに基づく貿易体制を」
and ～「また～」
maiming alliances. で「同盟関係に傷を負わせて」です。
maim メイムはもともと「（人）を不具にする、手足を切り落とす、重傷をわせる」という痛ましい言葉なので、
「（同盟関係を）ガタガタにした、骨抜きにした」というような非常に強いニュアンスです。
At home,「国内では」
Mr Trump and his allies で「トランプ氏と彼の同調者たちは」
have smashed norms で「規範を打ち壊してきた」
norms は基本的に複数形で使われて「社会規範、慣習、良識」という意味合いです。
as ～「～する中で」
they battle his perceived enemies. で「彼らが敵とみなす者たちと戦う（中で）」
they は Mr Trump and his allies を指します。
battle ～ で「～と戦う」
his perceived enemies. で「トランプ氏が敵とみなした者たち」です。
perceived は「認識された」という意味の形容詞です。
perceive は「～を知覚する、～だと受け止める」
トランプ氏の主観において敵だと感じられた相手という意味で、被害妄想的なニュアンスが感じられる言葉です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
