で「そして問題は、この状況で――つまり、ハンドルを握っているのが“サル”である状況で――先延ばし常習者は、どうやってこちら側、つまりこの青いゾーンへと自分自身を連れて来られるかということです。ここはあまり楽しい場所ではありませんが、本当に大事なことが起こるのは、実はここなのです。」という意味になります。

And ～「そして～」
the question is, で「問題は～だ」です。
ここでの question は「質問」ではなく「（議論の）論点、核心、課題、問題」という意味でつかわれています。
カンマで区切って挿入的に、
, in this situation,「このような状況で」
, with the Monkey behind the wheel,「おサルがハンドルを握っている（状況）」です。
with ～ …ing の形で付帯状況「～が…している状況で」という意味が作れますが、
ここでは (being) behind the wheel の being が落ちた形です。
問題は（the question is ～）、
how does the procrastinator ～ で「先延ばし癖のある人が、どのように～するかだ」です。
ever get himself over here で「（どのように）自分をこちら側へ連れてくるか」です。
ここでの ever は「いったい／そもそも（どうやったら）」という驚き・疑問・半ば絶望まじりの気持ちを表しています。
get ～ over here で「こちらに～を来させる、連れてくる」です。
over here で「こっちの方へ、こちら側へ」です。
to this blue zone「この青のゾーンへ」。動画のスライド内で描かれている青い円のことですね。
同格のカンマで繋げて
, a less pleasant place, で「あまり楽しい場所ではない」です。
つまりダークプレイグラウンドほど楽しくはない場所、ということ。
but ～「でも～」
where really important things happen で「とても大事なことが起こる場所」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
