※
plebiscite は「住民投票」という意味です。
pleb には「庶民、平民」という意味があります。

held ヘルド は hold の過去分詞形で、hold ホールドには「つかむ、ホールドする」という意味以外に「（式やパーティーなどを）開催する」という意味があります。

decide whether ～ で「～かどうかを決定する」です。
whether は「～かどうか」という意味の接続詞で、if などと同じような働きの語です。

merge with ～ で「～と合併する」です。
merge は「合併する、一つにまとめる」という意味の動詞。
名詞形は merger マージャー「合併」です。
企業の吸収合併のことを M&A といいますが、これは merger and aquisition 「合併と買収」の略語です。

municipality ミューニシパリティは「地方自治体、市」という意味です。
形容詞形は municipal ミューニシパル「市の、自治体の」です。
例：municipal apartment「市営アパート」
