で「アメリカ人やヨーロッパ人は、そのトイレのモデル（２０世紀初頭に設置が進められていた）は、今でもまあまあ十分であると考えているようだ。日本人たちにとってはそうではない。電気式トイレは家庭でもホテルでも標準となっている。そしてそれは訪日する西洋人にとっては驚きとなる。」という意味になります。

Americans and Europeans seem to think (that) ～ で「アメリカ人もヨーロッパ人も～だと考えているようだ」です。
the model, which was being installed in the early 20th century, までが that節内の主語になって「そのモデル（２０世紀初頭に設置が進められた）」です。
the model は記事中で出てきた、free-standing flush toilets with U-bend plumbing「U字型配管を備えた自立式の水洗トイレ」のことです。
, which ～ と挿入的な説明が入って、
(which) was being installed in the early 20th century,「（それは）２０世紀初頭に設置が進められた」です。
was being installed と進行形になっているのは「設置されつつあった、普及が進行中だった」という意味合いです。
背景的な状況を説明するときによく使われます。
そのトイレが、
is still more or less good enough. で「今でも多少なりとも十分である（と思っている）」です。
more or less で「多少、多かれ少なかれ、まあまあ」という意味の副詞になります。
good enough で「十分である、ぜんぜん通用する」です。

Not so for the Japanese. で「日本人にとってはそうではない。」です。
Electronic toilets are standard in homes and hotels で「電気式トイレが標準仕様である、家でもホテルでも」です。
Electronic toilets というのはウォシュレットのことですね。
— and a marvel to visiting Westerners. で「そして（それは）訪れた西洋人たちにとっては驚きである。」です。
marvel は「驚異、驚嘆」という意味の名詞です。素晴らしい！などと言って、驚きつつも感動や尊敬の気持ちを伴う表現になります。
形容詞形は marvelous [マ]ーヴェラス「素晴らしい、奇跡的な、驚くべき」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
