で「特別な利害関係を持つ人々の強力な団結力に、公共の利益が打ち勝つのは難しい。特に決定が密室で行われる場合は。」という意味になります。

It is difficult for the common good to ～ で「公共の利益が～するのは難しい」です。
It is ～ to do … 「…することは～である」という意味の構文に to do の意味上の主語 for ～ が付い形です。
for the common good「公共の利益が」
to prevail「打ち勝つこと」は、difficult「難しい」です。
common good で「公共の利益、公益、公共善」です。
反意語は private interest「私益」ですね。
prevail は「広く行き渡る、普及する、優勢となる」ですが、ここでは
prevail against ～ で「～に打ち勝つ、～をしのぐ、～を圧倒する」です。
(against) the intense concentration of ～ で「～の強力な集中（に打ち勝つ）」です。
何の集中（concentration）かというと、
(of) those who have a special interest, で「特定利権を持つ人々（の集中）」です。
those who ～ で「～する人々」
special interest は「特別利益、利権」ですね。
ここでの interest は「関心、興味」という意味ではなく「利益、利害関係」という意味です。
especially if ～ で「特に～な場合は」
the decisions are made behind locked doors. で「決定が密室で行われる（場合は）」です。
the decisions are made で「決定がなされる」です。
make a decision で「決定をする、決断する」です。
behind locked doors で「密室で」という意味のイディオムです。
behind closed doors などとも言います。
