Today, I spent way too long baby-talking my neighbor’s dog through the fence, calling him “the cutest, sweetest baby.” It turned out that my neighbor was sitting on the other side of the fence the entire time, out of view, quietly giggling at me. FML
で「今日、お隣のワンちゃんに、フェンス越しに赤ちゃん言葉で話しかけて長時間過ごしてしまった。『なんてかわいい甘えんぼさんね。』などと言いながら。でも実はお隣さんがフェンスの向こう側の見えないところに座っていてその間、聞こえないようにクスクス笑っていたのです。F*ck my life!」という意味になります。

I spent way too long で「私はあまりに長く過ごした」です。
way はここでは too を修飾する副詞で way too ～ で「あまりにも～、はるかに～」という意味になります。
例：way too risky「あまりにも危険すぎる」
baby-talking my neighbor’s dog で「隣の犬に赤ちゃん言葉で話しかけて」です。
baby-talk ～ はここでは動詞で使われていて「～に赤ちゃん言葉で話す」です。
through the fence, で「フェンス越しに」です。
, calling ～ と分詞構文で繋げて、
, calling him “the cutest, sweetest baby.” で「彼を『なんてかわいい甘えんぼさん』と呼んだりしながら」です。

It turned out that ～ で「～だと分かった」
my neighbor was sitting on the other side of the fence で「お隣さんが座っていた、フェンスの向こう側に」です。
on the other side of ～ で「～の反対側に、～の向こう側に」
the entire time で「その間中ずっと」という意味の副詞句になっています。
entire エン[タ]イアで「完全な、全部の」という意味の形容詞。
(for) the entire time の省略形と考えることができます。
このように時間関連の前置詞はよく省略されます。
例：I’ll see you on Monday.→ I’ll see you Monday.
, out of view, で「視界の外に、見えないところで」です。
quietly giggling at me. で「静かにくすくす私を笑っていた」
