It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better. The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood; who strives valiantly; who errs, who comes short again and again, because there is no effort without error and shortcoming.

で「評価に値するのは批評家ではない。力ある者がつまずいたとき、それを指摘する人間でもない。また、実際に行動した者が、どうすればもっとよくできたかを指摘する者でもない。真の称賛に値するのは、実際に闘技場に立っている者であり、その顔は埃と汗と血にまみれ、勇敢に努力し、失敗し、何度も挫折しながら挑み続ける人間なのだ。なぜなら努力に誤りや欠点はつきものだからだ。」という意味になります。

It is not the critic who ～「それは～する批評家ではない」です。
who counts; で「評価に値するのは」です。
強調の構文 It is ～ who …「…するのは～だ」の形です。
count はここでは動詞で「重要である、価値がある」という意味になります。
例：Every minute counts.「1分が大事である、一刻を争う」
前文を補足・展開するセミコロン（;）で「さらに言うと」と言った意味合いです。
not the man who ～ で「～をする人ではない」です。
who points out ～「～を指摘する（人）」
how the strong man stumbles, で「強き人がどう躓いたかを」です。
stumble は「つまずく、失敗する」です。
, or ～「または、はたまた～」
(point out) where the doer of deeds could have done them better. で「実際に行動した者が、もっと良くできたかもしれない状況（を指摘する）」です。
where ～ は「～な状況、～な場面」
the doer of deeds で「行いを行った人」です。
doer は do に -er が付いた形。
deed は「行い、行為」です。
could have done them better. で「それらをもっと上手くできたかもしれない」です。
them は先ほどの deeds「行い、行為」を指しています。
どちらも批評家が良くやることですね。

The credit belongs to ～ で「手柄は～に属する」です。
(to) the man who is actually in the arena, で「実際に闘技場にいる人（に）」です。
belong to ～ で「～に属する、～のものである」
the man who ～「～する人」
arena は「闘技場、円形競技場」という意味です。
つまり実際にプレイしている人、ということですね。
, whose face is marred by ～ で「その人の顔は～で汚れて」
mar ～ で「～を損なう、台無しにする」です。
by dust and sweat and blood で「埃と汗と血で」
セミコロン（;）で「さらには」
; who strives valiantly「勇敢に努力して」
strive で「懸命に努力する」
; who errs,「失敗し」
err アーは「誤る、過ちを犯す」という意味の動詞です。
, who comes short again and again,「何度も何度も挫折する（人だ）」
comes short で「基準に達しない、不十分である」です。
because ～「なぜなら～」
there is no effort without error and shortcoming.「失敗や欠点なしの努力などない（から）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
