There are six main sources of civic power. で「市民生活上の権力には、主に6つの源があります。」です。
six main sources of ～ で「６つの主な～の源泉」です。
civic power で「公共の権力、公民の権力」です。

First, 「まず一つは」
there’s physical force and a capacity for violence. で「物理的な力や、暴力を行使する能力がある」です。
physical force で「物理的な力」です。
physical は「物理的な、身体的な」という意味の形容詞。
and ～「また～」
a capacity for violence で「暴力を行使する能力」です。
a capacity for ～ で「～ができる能力、～が使える能力」です。

Control of the means of force, で「武力的な手段を支配すること」です。
control of ～ で「～をコントロールすること、～を管理すること」です。
the means of ～「～の手段」という意味のコロケーションです。
, whether in the police or a militia, で「警察であれ民兵であれ」です。
whether ～ or … で「～だろうが…だろうが」という意味の言い回し。
is power「～は権力である」
at its most primal.「その最も原始的な状態で」です。
primal プライマォは「原始的な」という意味の形容詞。
its は power「権力」を指しています。

A second core source of power is wealth. で「2番目の権力の主要な源泉は富である」です。
core source of ～ で「～の中核となる源泉」です。

Money creates the ability to ～ で「お金は～する能力を生み出す」です。
(to) buy results で「結果を買う（能力）」
