church attendance で「教会（の礼拝）の出席数」です。
the country はイギリス（the UK） を指しています。
has fallen で「減少している」です。
fall は「減少する」
decline とも言えます。
by over a third で「３分の一以上も」です。
a third で「３分の１」という意味です。
by ～ は増減の幅を表す前置詞で「～分、～だけ」という意味になります。
分数は序数を使って表せます。
例：two thirds「３分の２」、three quarters「４分の３」
in 15 years;「１５年で」

just a little over 1% go to services weekly,「たった1%強しか毎週礼拝に行っていない」です。
a little over ～ で「～よりちょっと多く」という意味の言い回し。
a little は、ひとまとまりで「少し、ちょっと」という意味の副詞としてとらえると分かりやすいです。
例：I’m (a little) tired today.「今日はちょっと疲れています。」
※tired を a little が修飾。
, according to internal numbers. で「内部の資料によると」です。
internal numbers は「内部資料の数字」です。
つまり公にはしていない資料からの統計です。

The CoE closes 20 churches every year. で「イングランド国教会（CoE）は毎年20の教会を閉鎖している。」です。
CoE は Church of England の略です。

Whether or not you believe in God, で「あなたが神を信じていようがいまいが、」
the church’s decline matters, で「教会の衰退は問題である」です。

matter で「問題である、重大である」という意味の動詞です。
