で「ヨーロッパの証券取引所は、ここ数年でこれほど明るく輝いたことがなかった。それらを専門に分析している人たちに話を聞くと、信じられないという反応が返ってくる ――外国人投資家たちがこれほど注目したのは、いつ以来だったか思い出せないほどだ。ドイツの株価が急騰していることは誰もが知っている。それにもかかわらず、DAX指数（ドイツの代表的な株価指数）は、今年（ドルベースで）たったの28％しか上昇していない。一方で、ポーランドのWIG指数は40％以上も上昇しているのだ。」という意味になります。

Europe’s bourses で「ヨーロッパの証券取引所」です。
bourse ブアースはフランス語由来で「株式取引所」という意味の名詞。元々は「財布」の意味。
stock exchange や stock market とも言えます。
bourses と複数形になって「ヨーロッパ各国の証券取引所」
haven’t shone so brightly 「こんなにも明るく輝いたことはない」です。
shone は shine の過去・過去分詞形
in years.「ここ何年も」です。

Speak to ～ and … で「～に話しかけてみなさい、そうすれば…だ」
命令形で始まっていますが、文脈的には「もし～すれば…だろう」という仮定的な語り口。
(to) those who ～「～する人々に」
analyse them for a living「それらを分析する（人々）、生計のために」です。
them は Europe’s bourses を指しています。
for a living で「生活のために、食べるために、仕事として」です。
つまりプロの経済の分析家ですね。
and ～「そうすれば～」
there is a note of disbelief で「信じられないという響きがある」です。
ここでの note は「声の調子、兆候、雰囲気」です。
— they hardly remember when ～「彼らは～したのがいつかをほとんど覚えていない」
(when) foreign investors 「海外の投資家たちが」
last「最後に」
paid so much attention.「こんなに注意を払った（のがいつかを）」
pay attention で「注意を払う、注目する」

Everyone knows that ～「だれもが～だと知っている」
(that) share prices in Germany have rocketed.「ドイツの株価は急上昇している（ことを）」

Yet ～「にもかかわらず～、それなのに～」
its DAX index is up「同国のDAX指数は上がっている」
by a paltry 28% (in dollars) this year.「わずかに28%だけ、今年」
つまりドイツのDAX指数は28%しか上がっていない、ということです。
この by ～ は増減の幅や差を表す前置詞になります。
例：He is older than her by four years.「彼は彼女より4歳上だ。」

一方で、
Poland’s WIG has risen「ポーランドのWIG指数は上がっている」
by over 40%.「40%以上も」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
