operate [オ]ペレイトゥで「稼働する、効果を発揮する、活動する」です。

There are three laws of power で「権力の３つの法則がある」
(laws) worth examining.「検討に値する（法則）」です。
worth ～ で「～に値する」という意味の形容詞です。
例：It was worth a try.「それは試す価値があった。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
