で「第3の法則：権力は複利的に増大します。権力はさらなる権力を生み、無力さもまたさらなる無力さを生みます。この第3の法則によってすべての権力を誰か一人が独占してしまう状況になりそうなものですが、それを防ぐ唯一の方策は、私たちが第1と第2の法則をどう運用するかにかかってくるのです。」という意味になります。

Law number three: 「法則その3：」

power compounds. で「権力は複利的に増える。」です。
compound は「複合する」という意味もありますが、ここでは「（複利で）増える、累積的に増大する」という意味です。
例：Stress compounds if not addressed early.「ストレスは早く対処しないとどんどん増える。」

Power begets more power, で「権力は、さらなる権力を生む」です。
beget は「（父親が子を）もうける」という意味から「（結果的に）～を生じさせる、きたす」です。
例：Love begets love.「愛すれば愛される。」
, and ～「また～」
so does powerlessness. で「無力も同じである。」です。
so does は、powerlessness does so が倒置された形です。
つまり、権力を持っている人にはますます権力が集まり、権力のない人はどんどん権力がなくなる、ということですね。

The only thing that keeps law number three from leading to a situation where only one person has all the power までが長い主語になっています。
The only thing that ～ で「～するたった一つのこと」です。
(that) keeps law number three from leading to ～ で「第三の法則が～に繋がらないようにする（たった一つのこと）」です。
keep ～ from …ing で「～が…しないように防ぐ」という意味になります。
prevent ～ from …ing とも言い替えられます。
何に繋がらないようにするかというと、
leading to a situation where ～ で「～な状況につながる」です。
どんな状況かというと、
(where) only one person has all the power で「たった一人がすべての権力を握る（という状況）」です。
is ～「（その方法と）は～」
how we apply laws one and two. で「我々が法則１と２をどのように適用するか」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
