で「トランプは、イランのフォルドウ（Fordo）ウラン濃縮施設を攻撃するかどうかを検討してきた。この施設は山の下に埋められ厳重に防御された施設であり、アメリカの『バンカーバスター爆弾』を除けば、到達はほぼ不可能だと広く考えられている。」という意味になります。

Trump has been weighing whether to ～ で「トランプは～するかどうか検討してきた」です。
weigh ～ はもとは「重さをはかる」という意味ですが、そこから「天秤にかける、どうするか比較検討する」となります。
has been ～ing と現在完了の進行形を使うと、直近の一定期間ひっきりなしに「ずっと～してきた」という意味合いが出せます。
weigh whether to do ～ で「～するかどうかを検討する」です。
whether to attack Iran で「イランを攻撃するかどうか」
by striking ～「～を爆撃することで」
(striking) its well-defended Fordo uranium enrichment facility, で「イランの堅牢な守りのフォルドウのウラン濃縮施設（を爆撃）」です。
its はIranを指しています。
well-defended で「よく守られた、守りの固い」です。
Fordo はイランの都市・地域名です。
uranium enrichment facility で「ウラン濃縮施設」となります。
enrichment はこの文脈では「濃縮」。
enrich は「～を裕福にする」という意味もありますが、物理の文脈では「（核燃料を）濃縮する」という意味で使われます。
uranium の発音は、ユ[レ]イニアムという感じです。

bunker-buster は「バンカーバスター爆弾」で、数メートルから10メートルのコンクリートを突き抜けてから地下施設を破壊する爆弾です。
bunker「貯蔵庫、掩蔽（えんぺい）壕」
buster「破壊する者」です。
例：bust the gate「ゲートを破壊する」
