has been ～ing の現在完了進行形で「（ひっきりなしに・継続的に）～してきた」という意味が作れます。

to expose and embarrass, で「おおやけに暴露して辱めること」です。

(on behalf of) China’s main spy agency.「中国の主要な諜報機関（の代理として）」です。
on behalf of ～ は「～の代理で、～のために、～に利するように」

America wants to extradite him で「アメリカは彼の身柄を送還するように求めている」です。
extradite [エ]クストゥラダイトゥで「（容疑者を管轄国に）送還する」です。
for ～「～の罪で、～の容疑で」
(for) wire fraud, identity theft and hacking.「通信詐欺、成り済まし、ハッキング（の罪で）」
wire fraud は「通信詐欺」と訳されますが、電話やFAXなどの通信手段を使った詐欺全般を指します。
現代ではインターネット、SNSなども含まれます。
wire は「電話線、通信線、有線通信」を意味します。
例：wire transfer「電信送金」
identity theft は「身分の窃盗」ですので身分証明書などを偽造して「他人に成り済ますこと」です。
