People are always blaming their circumstances for what they are. I don’t believe in circumstances. The people who get on in this world are the people who get up and look for the circumstances they want, and if they can’t find them, make them.
で「人はいつも今の自分の状況を環境のせいにする。私は環境なんてものを信じない。この世界で成功するのは、自分が望む環境を探しに立ち上がる人間だ。そして、もしそれが見つからなければ、自分でそれを作り出す人間だ。」という意味になります。

People are always blaming で「人々はいつも～のせいにしている」
their circumstances「自分の境遇（のせいに）」
blame ～ for … で「…のことを～のせいにする」です。
circumstance [サ]ーカムスタンスで「周りの状況、環境、身の上、境遇」です。
今回の現在進行形の用法は、be always ～ing と always を伴って「～してばかりいる」という意味になります。
あきれ、うんざり、困ったというニュアンスが出せます。

for what they are. で「自分の今の状況を」
what they are の they は people を指しています。
直訳するなら「自分たちが何であるか」ですが、ここでは「自分が何者であるか、自分の今の状況」です。
つまり自分の地位や立場や職業、金持ちか貧乏か、成功しているか落ちぶれているか、外見はどうか、などということです。
例：Society often defines people by what they are, not who they are.「社会はしばしば、人を『誰であるか』ではなく『どんな立場にあるか』で判断する。」

I don’t believe in circumstances. で「私は境遇というものを信じない。」です。

The people who get on in this world で「この世界で成功する人々は」です。
get on で「成功する、うまくやる」という意味の言い回しです。
are the people who ～ で「は～する人々だ」
(who) get up and look for ～ で「立ち上がって～を探しに行く（人々）」
(for) the circumstances they want, で「自分が望む環境を（探しに行く）」
, and ～「そして～」
if they can’t find them,「それを見つけられないなら」
make them.「（彼らは）それを作り出すのだ」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

人はいつも～のせいにしている

their circumstances
自分の環境（のせいに）

for what they are.
自分の今の立場について

I don’t believe in circumstances.
