で「私の上司はAIブームにすっかり乗っかり、数百人の従業員を削減できると書いた取締役会向けの報告書を提出した。だが、彼が約束したことを実現できるAIなんて存在しない。だから、その実行を任されたIT部門の責任者としては、ここが破綻する前にもっと給料の良い仕事にさっさと移ってやるつもりだ。」という意味になります。

My boss has fully bought into the AI hype, で「私の上司は、完全にAIブームにのめり込んだ」です。
buy into ～ は「～の株を買う、～を支持する、～の考えに乗る」という意味の句動詞。
fully bought into ～ なので「～にすっかり乗っかる」という意味合い。
何に乗っかったのかというと、
(into) the AI hype で「AIハイプに」です。
hype は「誇大広告、刺激的な宣伝、あおり」という意味の名詞。
例：The movie didn’t live up to the hype.「その映画は大騒ぎされているほどの出来ではなかった。」
そして、
(has) presented a Board paper で「取締役会資料を提出した」です。
a Board paper の Board は「取締役会」という意味です。
例：Board member「取締会のメンバー、役員」
detailing ～ で「～を詳細に示した（資料）」です。
detail ～ はここでは動詞で「～を詳細に述べる」です。
(detailing) hundreds of employees we can get rid of. で「会社が削減できる従業員について（詳しく記載した）」です。

There’s no AI that can do what he has told them で「上司が役員たちに言ったことを実現できるAIなんて存在しない」です。
There’s no AI that ～ で「～するAIはない」です。
(that) can do ～「～ができる（AI）」
what he has told them で「彼が彼らに言ったこと」です。
he は my boss「上司」で、them は Board members「役員たち」を指しています。
so ～「なので、だから～」
as the head of IT で「IT部門のトップとして」
charged with delivering it,「それを実現することを担当している（IT部門）」
charged with ～ で「～を任されている、担当している」
deliver ～ は、ここでは「（約束や公約などを）果たす、実現する」
I’m fucking off to a better paid job で「わたしはもっと給料の良い仕事に移るつもりだ」です。
fuck off to ～ は「さっさと～に移る、とっとと～へ向かう」という意味のスラング的表現。
ここでの be ～ing（現在進行形）は「今まさにやっている」の意味ではなく、確定した近い未来を意味して「～することになっている」です。
before it goes tits up here. で「ここが破綻する前に」です。
it は「会社の状況」を指しています。
go tits up は「ダメになる、死ぬ、（機器が）壊れる」という意味の慣用句。
元は米軍で使われていたスラングで、tits は「おっぱい・胸」という意味なので、胸を上に向けて倒れる→死ぬ、となります。
例：My old laptop finally went tits up last night.「私の古いノートパソコンがついに昨夜壊れてしまった。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
