With little chance of NATO membership for Ukraine, で「ウクライナにとってNATO加盟の可能性がほとんどないという状況の中で」です。
With little chance of ～ で「～の見込みがほぼない中で」という意味の言い回し。
little chance は「小さな可能性」ではなく「可能性がほぼない」という意味です。
little は a が付かない場合は否定の意味で訳します。
(of) NATO membership「NATO加盟（の可能性）」
例：NATO members「NATO加盟国」
the country’s Western allies で「同国の西側の同盟諸国は」です。
つまり西ヨーロッパの国々ですね。
the country「その国」は Ukraine の言いかえです。
ally [ア]ライで「同盟国、支持者」です。
have bought into an alternate strategy「代わりとなる戦略に賛成した」です。
bought は buy の過去分詞形。
buy into ～ で「～の株を買う」という意味から「～に賛同する」です。
alternate [オ]ゥタニトゥで「代替の、代わりの」
(strategy) for helping it repel ～ で「同国が～を撃退するのに役立つ（戦略）」です。
help ～ do … で「～が…するのを助ける、役に立つ」という意味になります。
it は Ukraine を指しています。
repel リ[ペ]ォで「～を寄せ付けない、遠ざける、撃退する」です。
例：bug repellent「虫よけ、防虫剤」
(repel) Russian aggression で「ロシアの侵攻（を撃退する）」

コロン（:）で「それはつまり～」
invest billions in Ukraine’s weapons industry で「ウクライナの兵器産業に数十億ドルを投資すること」です。
invest ～ in … で「～を…に投資する」です。
weapons industry で「兵器産業」です。この意味の場合は weapons と -s が付くことに注意しましょう。
so ～「～するように」
it can better defend itself.「ウクライナがもっとうまく自国を防衛できる（ように）」
