で「私たちは、GDPのような経済指標だけで進歩を測るのではなく、自分の役割に意味を感じられる人がどれだけいるかで進歩を測る社会を築くべきです。また、誰もが新しいことに挑戦できるように、生活の支え（クッション）となるベーシックインカム（最低所得保障）のような考え方も検討すべきです。」という意味になります。

We should have a society that ～ で「私たちは～する社会を持つべきだ」です。
どんな社会かというと、
(that) measures progress で「進歩を測る（社会）」です。
not just by economic metrics like GDP,「GDPのような経済指標で、だけでなく」
, but by ～「～でも（測る）」です。
not ～, but … で「～ではなく…」の応用形ですね。
(by) how many of us で「我々の中でどれだけ多くが」
have a role 「役割を持っているか」
(that) we find meaningful.「有意義だと感じられる（役割を）」です。
find は「～を見つける」でおなじみの動詞ですが、ここでは
find ～ 形容詞 で「～を…だと感じる、…だと思う」という意味になります。
例：find the paperwork burdensome「その書類作業を面倒だと感じる」

We should explore ideas like ～ で「私たちは～のようなアイデアを検討すべきだ」です。
explore ～ は「～を冒険する」ですが、ここでは「（アイデアなどを）検討する、詳しく研究する」です。
(like) universal basic income で「ベーシック・インカム（のような考え）」です。
universal はここでは「普遍的な」という意味から「万人の、全員の」という意味です。
国民全員が「最低所得保障」を受けられるシステムですね。
to give everyone a cushion で「全ての人にクッションを与えるために」
(a cushion) to try new things. で「新しいことに挑戦するための（クッション）」です。
最低所得保障があるから安心して新しことに挑戦できる、ということですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
