で「だからこそ、プリシラと私はチャン・ザッカーバーグ・イニシアチブを立ち上げ、平等な機会を促進するために自分たちの財産を投じることにしたのです。これらが私たちの世代の価値観です。私たちがこれをやるかどうかは、最初から問題ではありませんでした。問題は、いつやるか、だけでした。」という意味になります。

That’s why ～「そういうわけで～、それが～したわけです」という意味の言い回し。
Priscilla and I started the Chan Zuckerberg Initiative で「妻プリシラと私がチャン・ザッカーバーグ・イニシアチブを始めた（わけです）」です。
Priscilla and I というように、英文では、自分と誰かを並べるとき自分を後に置くのが慣例となっています。
Chan Zuckerberg Initiative は慈善団体の名称です。
initiative イニシャティヴで「率先した行動、新たな取り組み」という意味になります。
and ～「そして～」
committed our wealth to ～ で「私たちの財産を～に捧げた」です。
(to) promoting equal opportunity. で「平等な機会の促進（に）」
These are the values of our generation.「これらが、我々の世代の価値観です。」
the values と複数形で「価値観」という意味になります。
It was never a question of ～ で「それは～の問題では決してなかった」
(of) if we were going to do this. で「私たちがこれをやるかどうか（の問題）」
The only question was when.「問題は、いつやるか、だけだった。」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
