で「香港の消防士たちは、巨大火災が8棟中7棟をのみ込み、少なくとも94人が死亡したという同市でも最も悲惨な火災の一つとなった後、生存者を見つける最後の試みに、金曜日、一戸ずつ徹底的に、高層の集合住宅の捜索を行った。」という意味になります。

Hong Kong firefighters combed through ～ で「香港の消防士たちは～をくまなく捜索した」です。
comb through ～ で「～をくまなく捜す」という意味の句動詞。
comb は「櫛」なので、くしですくようにくまなく捜す、というニュアンスです。
昔、髪についた虱（シラミ）を取るために目の細かい櫛ですいていたのがその語源イメージです。
日本語でも「しらみつぶしに探す」という表現がありますね。
through は「最初から最後まで、端から端まで」という意味あい。
(through) a high-rise apartment complex で「高層の集合住宅（をくまなく）」
apartment complex で「集合住宅、（数棟の）マンション群」です。
apartment は「マンションの一室（一区画）」、
apartment building で「（一棟の）マンション」です。
apartment-by-apartment で「マンションの一室一室を」という意味の副詞。
one by one や step by step, day by day などとの応用形ですね。
Friday「この金曜日に」
in a final attempt to ～ で「～しようという最後の試みで」です。
in an attempt to do ～ で「～しようとして」という意味のコロケーション。
(to) find anyone alive で「生きている人を探して、生存者を見つけようと」です。
after ～「～の後で」
a massive fire engulfed ～ で「大規模な火災が～を飲み込んだ（後で）」
engulf は「～を飲み込む、～を包み込む、巻き込む」という意味の動詞。
seven of eight towers, で「８棟のうちの７棟を」
付帯状況の分詞構文で繋げて、
, killing ～「同時に（その巨大火災が）～を殺して」
at least 94 people「少なくとも94人を」
つまり少なくとも94人の死者を出した、ということです。
in one of the city’s deadliest blazes.「香港史上で最も悲惨な火災のうちの一つで」です。
deadly は「致命的な、命取りの」という意味の形容詞。
deadliest blazes なので「最も多くの死者を出した火災」となります。
