で「来年、中国企業は、これまでは“到底手が届かない”と長く考えられてきた2つの分野——高性能AIチップの設計と製造——で前進するだろう。アメリカは2019年に先端チップや製造装置の輸出を制限し、中国の台頭を抑えようとした。しかしその規制は、かえって中国側に自前でまかなうための自立化の機運を刺激する結果となった。」という意味になります。
In the coming year「次の一年で、これからの一年で」です。
Chinese firms will push ahead で「中国の企業たちが前進するだろう」です。
firm はここでは「会社、企業」です。
push ahead は「押し進む、前進する」です。
push ahead with ～「～を押し進める」の形でよく使われますね。
in two areas で「二つの分野で」です。
その分野は、long thought ～ で「～だと長年思われてきた」です。
(thought) beyond their reach で「彼らの手に及ばない（と思われてきた）」です。
their は Chinese firms を指しています。
コロン（:）で「つまりそれは～」
designing and manufacturing powerful AI chips. で「高性能AIチップの設計と製造」です。
America began restricting ～ で「アメリカは～を制限し始めた」
exports of ～「～の輸出を」
(of) advanced chips and chipmaking tools「先端的なチップとチップ製造装置（の輸出）」です。
in 2019,「2019年に（始めた）」
, hoping to ～「～したいと望んで」
(to) slow China’s rise.「中国の台頭を遅らせたいと」
slow はここでは動詞で「～を遅らせる、～を遅くする」です。
Instead, ～「（だが）その代わりに、そうではなくて」
the curbs spurred ～ で「その制限は～を促してしまった」
a drive for self-reliance.「自給自足への意欲を」です。
curb は「歩道の縁石」という意味から「活動の抑制、制限」です。
spur ～ は「～に拍車をかける、刺激して促進する」
spur は名詞では「拍車」（カウボーイブーツの踵に付いている鉄具）です。馬の腹を蹴ってスピードを上げるためのもの。
drive は名詞で「推進力、機運、勢い、意欲」となります。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
