China will soon start で「中国はまもなく～を始める予定だ」です。
(start) collecting a value-added tax で「付加価値税を徴収し（始める）」です。
start ～ing で「～し始める」
collect tax で「税金を徴収する」という意味のコロケーションです。
value-added tax はVATと略して「付加価値税」という意味。
日本でいう消費税みたいなものです。
(tax) on contraceptive drugs and products で「避妊薬や避妊製品（に課される税金）」です。
contraceptive コントゥラセプティヴで「避妊の」という意味の形容詞。
接頭語 contra-（反対して） ＋ cept「取る・受け取る」
for the first time in over three decades, で「30年ぶりに」です。
for the first time in ～ で「～の中で初めて」→「～ぶりに」という意味の言い回しです。
, a move aligned with ～ は、同格のカンマで繋げて「（それは）～と連動した動き」という意味になります。
(aligned with) Beijing’s effort で「中国政府の努力（と連動した）」
Beijing は「北京」という意味ですが、ここでは「中国政府」という意味。
国の首都でその国の政府を言い表せます。
例：Tokyo「日本政府」、Moscow「ロシア政府」、Washington「米国政府」
何の努力（取り組み）かというと、
(effort) to get families to have more children で「家庭にもっと子供を持たせる（努力）」
get ～ to do … で「～に…してもらう、…させる」です。
after decades of ～ing で「何十年も～してきた後で」です。
decade は「10年」ですので、 decades of ～ing で「～してきた数十年」という意味です。
limiting most to one child. で「ほとんどの家庭を子供一人に制限（してきた）」です。
limit ～ to … で「～を…までに制限する」という意味のコロケーション。
例：We limit each customer to one ticket.「チケットはお客様一人につき1枚までとさせていただきます。」
most はここでは先に出てきた families を受けた代名詞で「ほとんどの家庭」です。
Products such as condoms で「コンドームなどの製品」
condom 日本語の発音と違って[カ]ンドムという感じでアクセントは前に来ます。
カジュアルな言い方では、rubber や protection などが良く使われます。
例：Did you use protection?「避妊した？」
will be subject to ～ で「～の影響下に置かれることになる」です。
be subject to ～ で「～の下にある、～の支配下にある、～にさらされる」という意味の言い回しです。
(to) the usual 13% value-added tax で「通常の13％の付加価値税（にさらされる）」
imposed on most products. で「ほとんどの製品に課される（13％の付加価値税）」
impose ～ on … で「～を…に課す」という意味のコロケーションです。
例：impose sanction on ～「制裁を～に課す」
