the violence とは、元記事にあるイスラエルの超正統派ユダヤ教徒と警察との衝突を指しています。
growing tensions between ～ で「～の間の高まる緊張状態」です。
growing は「高まる、どんどん増える」
tension は「緊張状態、敵対意識」という意味合いです。
(between) the Israeli authorities and the ultra-Orthodox, で「イスラエル当局と超正統派（との間での）」です。
Israeli イズ[レ]イリで「イスラエルの」という意味の形容詞。
国名は Israel イズ[リ]アォというい感じになります。
authorities は「当局、当局者たち」
ultra-Orthodox で「超正統派の」という意味です。
orthodox [オ]ーソドクスで「正統な、正統派の」という意味の形容詞。
例：orthodox Christianity「キリスト教正統派」
, known as Haredim, で「ハレディムとして知られている」です。
, as ～ で「～する状況の中で」という意味の接続詞。
the government mulls plans to ～ で「イスラエル政府が～する計画を検討する（状況の中で）」です。
mull は「じっくり検討する、熟考する」という意味の動詞。
to draft them into the military. で「彼らを軍に徴兵する（計画）」です。
them は 超正統派（Haredim）を指しています。
今までは超正統派の人々は徴兵を免除されていたそうです。
Clashes have often broken out recently で「最近、衝突がしばしば起こっていた」です。
clash は「ガシャン」という音からできた言葉で「衝突、ぶつかること、喧嘩」です。
when ～「～の時に」
Israeli authorities have entered ～ で「イスラエル当局が～に入った時には」です。
the crowded and insular ultra-Orthodox neighborhoods. で「人が多く閉鎖的な超正統派の居住地域に」です。
crowded で「混んだ、混雑した」
insular は「島国根性の、外部に無関心な、閉鎖的な」という意味の形容詞です。
when と現在完了形は一緒に使えないという文法ルールを学校で習った人も多いと思いますが、上記は例外的な事例ですね。
「～した時に（過去の一時点）」の場合は現在完了形と一緒に使えませんが、ここでは「〜したような場合には（一般条件）」という意味なのでOKとなっています。
